Context

India achieved a significant milestone in maritime environmental governance with the adoption of the Recycling of Ships Act, 2019, marking its commitment to the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships (HKC). The HKC enters into force globally in June 2025, following the ratification by Bangladesh, reaffirming the shared global responsibility for sustainable ship recycling.

India, as the world's largest ship recycling nation, plays a pivotal role in promoting environmentally sound practices and ensuring worker welfare and safety. The ship recycling cluster at Alang–Sosiya, Gujarat, has become a model of progressive compliance, with several yards certified under HKC and even the more stringent European Union Ship Recycling Regulation (EUSRR).
